Application Process

Landowners can purchase a permit from March 1 through July 29. If you are not a landowner, applications may not be submitted until 12:01 a.m. CST on July 30. Please note that applications submitted online will be given a timestamp that will put them “in-line” as determined by the first-come, first-serve basis. Applicants who apply in-person at an NDOT office will also be considered “in-line” for an application alongside those who apply online.

The GIS Map displays what miles are unavailable (blue) for mowing. The map updates every 15 minutes beginning at the top of the hour. The map will take approximately 2 minutes to update so applicants may need to wait if the map is updating upon login. Please refresh your browser before reviewing the map for available miles. This is especially true for July 30, when hay permits open to the public.
Hay Hauling Information (Not Related to Right-of-Way Hay Harvesting)
Hay haulers, if you are seeking information on Interstate Movement of Hay in Nebraska, that information is found within Nebraska Revised Statute 60-6, 288, specifically, in Statute section 2 (g), which reads:
During daylight hours only, vehicles en route to pick up, delivering, or returning unloaded from delivery of baled livestock forage which, including the load if any, may be twelve feet in width.
