Location: The project is located within the corporate limits of North Platte in Lincoln County and will consist of reconstructing the existing 5-lane roadway section on U.S. Highway 83 (US-83), known locally as North Jeffers Street, starting just north of the 1st Street intersection at Mile Marker (MM) 83+12, and extending north to MM 83+49, just north of the 6th Street intersection.

Purpose: The purpose of this project is to preserve the US-83 transportation asset, improve the reliability of the transportation system, and perpetuate the mobility of the traveling public. The existing asphalt is at the end of its useful life and the underlying concrete and brick pavement is in excess of 80 years old.

Scope of Work: The existing 66-foot-wide roadway will be removed and replaced with 62-foot-wide doweled concrete pavement, including integral curb. The proposed roadway section would include four 12-foot thru lanes with a 12-foot left-turn lane. Other new improvements include sidewalk, ADA ramps, storm sewer, sanitary sewer, water main, lighting, and barrier curb.

Estimated Construction Schedule: Construction is scheduled to begin May 4, 2015, and will be completed in the fall of 2015.

Construction Phasing: Construction will be completed “under traffic,” in four phases, without detouring US-83 traffic.

  • Phase 1 will be the construction of temporary pavement to achieve the head-to-head traffic flow on the existing southbound lanes. With two-way traffic on the southbound lanes.

  • Phase 2 will be the construction of the two northbound lanes, the east half of the left-turn lane, the east sidewalk, east side ADA ramps and storm sewer.
     
  • Phase 3 will have traffic moved to the completed northbound lanes, the construction of the two southbound lanes, the west half of the left-turn lane, the west sidewalk, ADA ramps and storm sewer will be completed. Intersections at 2nd, 3rd, 4th, 5th & 6th Streets will be completed under Phase 2 and 3 with the east side being done during Phase 2 and the west side during Phase 3. 

  • Phase 4 the temporary pavement will be removed and original islands will be reinstalled north and south of 6th and Jeffers intersection. Lane closures may cause delays in the construction area.

 

Project Updates

 

April 11, 2016

Weather permitting, the southbound lanes on Jeffers Street will be closed to traffic from 1st Street through 2nd Street, with the intersection of Jeffers and 2nd Street closed to westbound traffic on Monday, April 11. Northbound and southbound traffic will be reduced to one lane from 1st Street through 3rd Street on Jeffers.

 

March 28, 2016

Weather permitting, the 1st - 6th Street North Platte project on US-83 locally known as Jeffers Street, will resume April 4. Traffic will be reduced to one lane northbound to complete the work on sidewalks, ADA ramps, red imprinted concrete and barrier curbs. Once this work is completed on the east side of Jeffers Street, traffic will be switched to the northbound lanes and work will begin on the southbound lanes and the west intersections. This includes completing the storm sewer, sanitary sewer and water services as well as the concrete pavement, sidewalks, lighting and traffic signal work. During the construction, there will be a 12' maximum width restriction through the project. Due to turning radius being difficult for semi-truck traffic, they are encouraged to use an alternate route. All work is anticipated to be completed late summer of 2016.

September 18, 2015

The construction project on Jeffers Street known as 1st-6th Street, North Platte is behind schedule.  Due to many factors, construction will not be completed this year.  The project will continue into the 2016 construction season.  The northbound lanes, sidewalk, and associated work will be completed this 2015 construction season.  The southbound lanes will be reconstructed next year beginning in the spring.  Jeffers Street will be open to normal traffic at the end of this season for the winter.

 

Construction projects are allotted “working days” which are charged each day Monday through Friday when weather allows.  Additional days may be granted when work is added to the project.  Currently, the project has used approximately 70% of the working days and is 40% complete, based on monetary values.  If a project over-runs the allotted working days, a monetary damage is assessed to the contractor for each day over-ran.  This project may be subject to monetary damage assessment depending on the 2016 construction progress.  Please note that the work on the southbound lanes has fewer utilities to contend with and work should progress faster than the current northbound lanes.

August 12, 2015

The 6th and Jeffers Street intersection will be opened for eastbound and westbound traffic and pedestrian traffic on this same date according to the Nebraska Department of Roads.

Weather permitting, the 2nd and Jeffers Street intersection is scheduled to be closed for eastbound and westbound traffic as well as pedestrian traffic on Wednesday July 15. The 3rd and Jeffers Street intersection will be opened for eastbound and westbound traffic and pedestrian traffic on this same date according to the Nebraska Department of Roads. Motorists are reminded to be extra careful in and near highway work zones, and to buckle up, every trip.

 

June 29, 2015

Weather permitting, the 6th and Jeffers Street intersection is anticipated to be closed for eastbound and westbound traffic, as well as pedestrian traffic, on Wednesday July 1st.

 

June 11, 2015

Weather permitting, the 5th and Jeffers Street intersection is scheduled to be closed for eastbound and westbound traffic as well as pedestrian traffic on Thursday June 11. The 6th and Jeffers Street intersection will be opened for eastbound and westbound traffic and pedestrian traffic on this same date according to the Nebraska Department of Roads. The 4th and Jeffers Street intersection will remain open for all directions of travel for the duration of the project which is scheduled for a Fall of 2015 completion.

 

June 3, 2015

Weather permitting, 3rd Street and Jeffers Street intersection is scheduled to be closed for eastbound and westbound traffic as well as pedestrian traffic on Friday June 5, 2015.  2nd Street and Jeffers Street intersection will be open for eastbound and westbound traffic and pedestrian traffic on June 5, 2015.  Also, the eastbound and westbound traffic at the intersection of 4th Street and Jeffers Street will be reduced to one lane each direction on Tuesday June 9, 2015.  Parking will not be permitted on the south side of 4th Street between Jeffers Street and Dewey Street during the time that 4th Street is narrowed to two lanes.

May 13, 2015

Traffic has been shifted to the west lanes and is reduced to one lane in both directions.  No left turns are permitted from A Street to 8th Street off of Highway 83. The east half of Second & Sixth Street intersections have been closed to Highway 83 traffic. Construction removals have begun.

There is a 12 foot maximum width restriction through the construction zone.  Semi-truck traffic is encouraged to use the Highway 30 & Link 56-G east by-pass to avoid the construction zone.

 

May 7, 2015

Traffic is planned to be switched to head-to-head on Tuesday, May 12th.  Traffic will be shifted to the west lanes and construction removals will begin on the east lanes.

 

May 1, 2015

Construction will begin on May 4th. Traffic control items and the median at 6th street will be worked on.
