Project Grants are available to organizations for traffic safety projects and activities. Applications for projects with the potential to impact the priority traffic safety areas are annually reviewed.
Funding assistance through mini-grants is also available to law enforcement for the following items: preliminary breath testing (PBT) units, radar units, in-car video cameras, and selective overtime enforcement. Law enforcement and other eligible non-profit organizations are also provided with funding assistance for car safety seats, traffic safety training/workshops/conferences, and public information and education activities.
This Grant Contract Proposal Guide and Policies and Procedures incorporates the “Policies and Procedures” of the NDOR-HSO. Every state, county, community, law enforcement agency, organization, etc. eligible to receive federal funding through a project or mini-grant contract must read and comply with the guidelines outlined in this document. State, local, and federal rules and regulations also need to be complied with as outlined in the “audit” section, page 6 of the guide.

The Buy America Act, 23 U.S.C. § 313, prohibits States from using highway grant funds under 23 U.S.C. Chapter 4 to purchase products, unless they are produced in the United States.
The National Highway Traffic Safety Administration (NHTSA) published the Buy America Act public interest waiver effective July 30, 2015, (Federal Register Vol. 80, No. 125, published June 30, 2015). This waiver allows the purchase of any manufactured product with a purchase price of $5,000 or less, excluding a motor vehicle when the product is purchased using Federal grant funds. However, no promotional items, such as key chains, etc. are allowed. Check with NDOR-HSO before ordering.

Projects or activities considered for funding assistance are aimed at reducing fatal and serious injury crashes within the traffic safety areas of alcohol, occupant protection, youth, and speed. Through crash data analysis, the following 20 counties and their communities have been identified as “Priority Counties” for fiscal year 2018 funding. Nebraska 2015 data will to be the most current data for FY2018 Plan. Data for State and Counties for 2011 thru 2015 can be found on the Traffic Records Data link below.
All applicants/organizations who are awarded highway safety funding, must abide by all federal requirements which includes all applicable federal statutes, regulations, executive orders, National Highway Traffic Safety Administration (NHTSA) guidelines, Office of Management and Budget (OMB) and other federal requirements as referenced in the NHTSA Highway Safety Grant Management Resources. According to Office of Management and Budget (OMB) 2 CFR Subpart F - Audit Requirements, a non-federal entity that expends $750,000 or more in a year in federal funds must provide a copy of their single audit to the NDOR-HSO for each federal fiscal year that federal funds were received. The audit must be submitted by August 1st of the following calendar year.
